In Civil Service wait long enough you will have it unless your CEP jin high which I suppose will be MX10 for most people.

This means that the default CEP is probably mx11a? For the better cases, mx10?

Are you doing policy research, rather than policy?
What are your working hours like? Do you usually need to stay late / do OT?

i am also a MX11 officer...drawing around 7K. Wonder if i would be promoted to MX11A next year. Otherwise, I would be stuck at the ceiling.

How old are you? Most likely will get promote la. Unless you really lousy and have a low CEP. it is unlikely your HR will let you max your salary ceiling if you are still young.
