hey i've received my promotion letter with my new salary - however the increment seems to be a tad lower from what i've read in the forums - should i expect a merit increment on top of the promotional increment?

Yes, the new salary should include both the MI and PI. But depends on how far are you from the max of your previous salary grade - that would affect your MI. Perhaps you can give more details on your grade, and how ur new salary compares.

i'm actually right at the bottom of the mx11 range - lucky enough to have consecutive promotions mx13 to 12 to 11 in 2 years. increment of 500.

To get consecutive promotions in 2 years is considered rare. Are you on any programme or scholar? How long have you worked? Could you give a timeline upon your graduation till now?

i'm not a scholar or on any programme, and have only worked for 2 years. perhaps that is the reason why my increment seems low despite my fast promotion?

That's pretty impressive. Could you share your yearly progression with us? Are you in Ministry or Stat board or?
