Though not impossible as illustrated by the poster above, I find it hard to believe, unless when he said Senior Manager, he was not referring to his title, but to his position in the organisational hierarchy.

do note that there are certain professional schemes which pays higher (economist/lawyer/engineers/etc)..
also the public services seems to have some special program where they groom leaders/management... forgot wat izzit called... but is available for non-scholar i think

currently MX12, slightly less than 5k, but wif the yearly increment in April, confirm will hit 5K+.....so possible to ask for 20% increase in pay??? (meaning for them to offer me ard 6K+ as assistant head, if i am offered)

If the stat board isn't part of the Ministry's umbrella, then yes, you'll have to quit and join. Else it'll be considered as a secondment/transfer.

You can try, but I personally think it'll be hard. Unless you're entering as MX11, else there is no way they'll offer you 6k+ (the salary ceiling for MX12 is around 5.8k).
To be honest, AH is just one level up from SO (entry level), and typically a fresh grad takes about 3 years to be promoted to AH level. The fact that they are offering you AH position could mean that they view your experiences as insufficient to be considered for middle management role (Hd - DD level). Then again it's more important to look at the grade which they are offering you ( EDB may have different grade scheme as Ministry).
I personally have more than 20% increment when I jumped from a stat board to a Ministry. Though the reasons I could do that was because it is hard to find candidates with relevant experience for my role, and I could "negotiate" as I have offers pending my reply from other agencies.
I would say no harm in asking, they probably have a limit as to how much they can offer you (all HR people would know this). If your request is too much, they will counteroffer. Last word of advice, counter their counteroffer with an additional $100 increment (that's usually their last last buffer).

Maybe it'll also be useful if you could share the years of experience (both private and public) upon graduation. It'll give us a better idea as to how much you can ask for.

You mentioned that his title is Senior Manager. As the title differs from agency to agency, I would extrapolate his title to be similar to that of an Assistant Director (in a Ministry) based on the number of years he'd worked (10 years). The typical pay for an AD in Ministry will be in the range of 6 - 9k. So yes, it is possible that your friend is drawing in close to 10k a month (exceptional performance through the years, coupled with the market adjustments in the previous years).
Whether NEA pays better than other agencies, I'm not so sure. Commonly known ones that pay better are DSTA, MAS, EDB, Spring, and IE Singapore etc. Usually those economic agencies or agencies under Mindef pay better as compared to the other agencies.

Haha, yes the stat board I am applying for is EDB and the HR there "prep" me salary is 6.5-7k range & total package is ~100k, so was very surprise when I heard NEA can pay almost double for a guy almost same age same level (I assume)
Hearing from you I have to conclude my NUS friend is either a super high performer or quite good at exaggerating.
