If my CS PB pays out in March and I leave before that, will there be pro-rated PB?

I think you were referring to my earlier post. In sum, your understanding is correct.

For the former scenario, in most cases the HR will find it very very hard to justify why a person with 5 years of experience is earning that scale (because of internal parity). For example, a person with 5 years of experience is typically an SM or at most an AD. But the pay scale of 10k is DD already. I'm sure there are exceptions for exceptional people, but these are probably very rare.

For the latter scenario, I won't call it 'taking advantage' of the civil service, but rather u have been 'taken advantage' of in your current role. This assumes your years of experience are really relevant to job applied for of course.

just received a 2 year supernumerary contract offer. heard from my friends supernumerary contract will not be promoted even if excel. is this true? anyone who is on supernumerary contract got promoted so far?

Saw before a quite upz staff on supernumerary but not offered perm in the end... Last heard is doing quite well managing a team in private now. Sometimes really don't know what they thinking.

A supernumerary post is basically a temp position created due to increased workload but the 'headcount' has to be taken off the books when the contract ends unless you can justify an extension. As such, you cannot offer someone on supernumerary "perm" unless you actually have a perm headcount as part of your estab that you can move the person to.

Govtech is considered as CS right? How come the salary and pay structure is so different from the rest of CS?
