CPN is really a thankless job with lots of politicking within the team. The workload itself is bearable, and yet people are leaving, says a lot.

why is there so much overlap between mx12 and mx11 salary range? does it mean that one has to hit the ceiling for mx12 before crossing over to mx11 or does it mean that it is discretionary for when someone gets promoted to mx 11?

It's because MX12 and MX11 are the most common entry grades that people join at different stage of their vcareer. It's to give HR flexibility in determining salary and work scope.
Eg. Candidate with 2-3years of exp but not yet suitable for MX11, will join at MX12 but will higher pay. On the other hand soneone may join at MX11, but maybe not completely familar with the work scope or less exp will get lower pay. This is not only practised in cs/ps, private sector does it too, albeit the pay grades are not published.
