It's common for DSTA employees to take paycut to jump outside given their lack of marketable skills. They do so because they cannot take the work, culture and/or red tape and don't mind sacrificing pay.

I've heard of ppl taking paycut to join govt sector (for work life balance, to relax, etc) but I've never seen ppl taking paycut to join a pte company. They should at least match the last drawn salary.

Is joining a ministry always better than a stat board? Assuming that the stat board is under the ministry? In terms of salary, benefits, etc.?

Lol there's no list or link because it's not so clear-cut.
Generally, you can find private uni grads in lower-tier statboards like NParks, PA, NLB etc. My ministry does not have a single private uni grad Div 1 officer (MX scheme).

90% of the time, yes, especially for top-tier ministries like MFA and MTI. The exceptions are top-tier statboards like EDB and MAS, which are more prestigious than, say, MSE or MCI.
