Will career growth in public service somehow be limited if your immediate RO is stuck ie not getting promotion for 5 years or so?

True. Even before Covid-19 strikes (since now we are wfh), each time I take grabcar to the office (when my car is sent for routine servicing), I always hear these former white-collared PMETs from the private sector-turned-driver how they missed their jobs in the banking, consultation, shipping, tech industries after being axed... and now need to resort to driving for a living just to bring the bacon back home. Their stories are all very sad and I do give them tips sometimes.
