Experienced hires they can tell whether you are top of your cohort or in the past companies you worked in. Simple really,
1. Did you leave before a promotion or stayed until you hit the promotion
2. How long did you take to promote as compared to people in your peer group in your ex company

LTA and HDB are way bigger SBs compared to EDB and STB. So at any one time, there'll definitely be more people leaving and more openings available. Whether it's easier or not depends on your area of specialty. LTA and HDB have more technical/engineering roles, STB and EDB probably have none. They have mainly business development/sales jobs.

Hi everyone. I understand that new hires in a Ministry will be issued with a PS Card for identification purposes.
Can I give HR my ready made passport sized photograph to be used for the PS Card? Or HR will arrange for a session for me to come down in person to be photo shot by a photographer?

For a transfer of service, the performance appraisal won't be shared with the new ministry he is going to? Does it mean he starts afresh at the new ministry and his past performance etc won't be known to the new ministry? Because if all these info is shared, like past performance not good, wouldn't the new ministry think twice about taking him/her?

Everything will be shared. The HR of the new ministry that you’re going to will liaise with the HR of your current ministry. They will know what is your PB for sure.
