Same pay if you are under the fresh grade scheme/program. Seen a few ppl from UOL in MTI, ESC etc.

However, if you are a direct hire (ad hoc job opening), it depends on the scheme offered by HR.

Depends on what scheme you're on. There is allowance in some stat boards for professionals (engineers, statisticians, doctors, lawyers, etc)
