yes and no. 4.9 is only for selected one. majority is in the likes of 4.2.
and that is because GovTech merged part of its bonus into the base years ago
IT specialised scheme in other agencies are compensated in other ways like MAC. all in all they are about the same IF you are in specialised scheme.
ps : i move from GT to SB and back to GT. i am pretty sure about the pay package.

Hi there! This is for specialised scheme? Do you know about govtech’s pay package for nonspecialised corporate roles like HR or comms?

Not the OP but my hunch is that it’s either ESG or EDB.
They’re more holistic in terms of the hiring process— focus more on your case studies performance rather than your academic credentials.
Still 3.7K is on the high side. I’m under there MA program and I’m only drawing 3.5K.

May I check what is the mx equivalent of Senior Lead in EDB? It's asking only for 3-5 years experience and from research it seems like the next level is Asst. Head/Head. Is MX11b realistic assuming Head would be MX10?

if you are refering to general scheme, most people will not reach the numbers you put at the stated age
