likely across the board cut 5%. the mvc is govern by the national wage council. when they decide to cut a certain percent, everyone, every company who "register" the mvc component will follow.
on the other hand, if national wage council decide not to cut, they will also follow

Will the lowered VMI also affect those in promotion? Isn't it a bit unfair to those who got promoted in a lousy year compared to a good year?

Life is unfair. Not happy. Just quit.
Otherwise find ways to leech from company to justify the low increment.
Aka do less. Go home on time. Long lunch. More toilet breaks.

hmm. not so much. put it this way. when it recover you will get gd rate even without promotion.
likewise on a bad year, those who are not promoted is even worse.
in a bad year
promotion - 12%
merit - 3%
in a gd year
promotion - 15%
merit - 6%

I didn't receive any merit increment together with my performance bonus notice. Does this mean there is no increment for me?
