There is an increase but not certain of the breakdown between merit and promotion increment. The total increase seems lower than usual (~+10%) so it is possible that merit increment is low.

For local uni graduates, does the civil service on average pay better than most private sector jobs? This is excluding lawyers/doctors/bankers, of course.
