Does a SIM degree lower one's CEP from the start? I'm from a ministry, currently MX12 for more than 5 plus years. Gotten C+ C C B B but show how I'm always passed over for promotion. My peers from NUS/ NTU with similar or worse performance grades are promoted already.. I tried to ask my RO and he said its partly due to lower CEP I had when I started.. Is due to my degree?

Likely.
In terms of payscale you may may be at the lower end of your paygrade, so..... since your performance has been alright to get Bs, then it is your education.

anyone know how the salary grade are classified.
Some of the other department have Executive , Senior Executive . Assistance manager
Where as some department have Consultant , Senior Consultant , Lead Consultant
I am totally confuse. if Assistance manager higher or consultant

Well, you should already hear from your peers that you have different salary grade from them when you start work. The difference in the amount is actually $600-800 depending on the ministry you are in. This is civil service, your CEP is lower when you are from the private universities; 2nd upper or not has no relevance. In fact, someone from a local university with a pass honour will still have a higher CEP than you. They don't list this in the intranet (which it make sense not to) but you will see a trend as you go along... not only your university, they will even dive into your tertiary education. This is why people quit civil service.

NOPE, your degree does not lower your CEP, as CEP changes from time to time your peers might have a higher CEP than you hences will promote faster than you cos their annual increment will be higher and will hit MX11 faster.
How far away are u hitting MX 12 ceiling and MX 11 starting salary?
Just to share, i have a friend graduated from SMU in 2013, till now still MX12

If they can peg starting salaries for fresh graduate differently, i don't see how CEP has to be the same. In fact, the increase salary to the next range is bigger for you than a 2:1 NUS grad who started possible a few hundred dollars more.
If not, what do you determined your CEP - the 20-45 mins conversation you have before you start work? I think after all interviews, most people gets set on the default CEP based on a benchmark based on their background, and reviewed periodically.
Maybe the others in your department are better then that why the deserved to be promoted before you.
