Salary is not everything. 3 to 4k starting is very reasonable for fresh grads.
I know of someone starting pay high 3k in an economic ministry. Working hours 12 hrs daily on average.

Starting pay for fresh grads have stagnated. 9 years ago starting pay already close to 4K for honours degree in ministry, from Ntu smu Nus

Maybe they were overpaid 9 years ago, thus stagnant now.
Even now, many GLC and private companies are unable to offer 4k for fresh grad with hons.

9 years ago was 2009-2010. Starting pay for fresh grads was closer to 3K. Definitely not 4K. Entry level pay has been going up over the past 5 years, not only in CS, but private too.
See the ntu/ nus surveys for fresh graduates that they publish every year.

--- If it’s a UK TNE qualification (i.e. acquired while being based in Sg), then yes. If its from a recognised uni in the UK, then second upper should prob get you around $3.6-3.8k in today’s market. The range for fresh uni grad starting pay for MX scale is between $2.7-4.4K, comparable to SB.

--- In 2010, a second lower honours degree from NUS had a starting pay of $3k for MX scheme at ministry. Even first class honours (FCH) was getting around $3.5k max in 2010. This was the period just after the global financial crisis in 2008-2009, so starting pays were down. Today, FCH get around $4.4k as starting pay. So, no starting pay for fresh grads have NOT stagnated.

MX grade is based on relevant experience. There is a formula to determine it.
Usually a transfer means there is no salary change. If you get a higher salary, they most probably will not consider the years in service at previous SB. You need to see what is important to you - the additional 3 days of leave at your 10th year mark or a small increment. So far I the range I've seen is between 200 to 300 max.

Can I know which ministry/SB is paying that high? From what I know, SB are beginning to pay grade-less salaries to fresh grads. I’m a FCH holder but highest offer so far is only 3.3
