Google for "MOE connect plan" and you'll see some hits. Switch to image search and you should be able to find some tables with specific details.

Basically a retention bonus for teachers - you can see its frequency & payout value go down after a certain point (probably when teacher is less likely to leave, possibly because less hireable outside).

Overpaid civil sector damage countries, is a burden to the country and kills innovation in the longer term. Examples are Greece. Sg does not make money from innovation and has little of it. Much damage has already been done. My civil sector friends who have good ideas say, why should they take the risk to innovate and run companies when they earn easy 100k iron rice bowl job in public sector? They cannot do both because civil servants cannot set up own pte ltd. There is no point to do that when they have good civil income too. They know they are overpaid to get votes for government. They do not mind. The country is in slow decline in part to this. They can quit to other countries later because they have the money to do so. They cannot fix the problem so it is best they benefit and earn from it rather then be left out.

I just received an offer, and the HR mentioned that all the staff even up to director level are on a 2 years contract basis ?

She mentioned it's a norm in the public sector and most people will get renewed.
Is it true ?

The role is SM role.

Please kindly advise.

Thanks

Hi there. I just joined the public sector this year and yes the HR told me that as well. However, she clarified with me that it will be a 1 year contract and the other 1 year is subjected to your performance. After 2 years, they will convert you to perm if only there are vacancies in the department.

Keen to know the progression rate of this officer and if there is a reasonable future to continue with the civil service. What can be the CEP of this officer? Apart from 2012, Perf Grades for the rest of the years has been generally a B.

2011 - MX 13 (Joined ministry), Age 26
2012 - MX 12 (Confirmation Promotion)
2013 - MX 12
2014 - MX 12
2015 - MX 11 (Promotion)
2016 - MX 11
2017 - MX 11A (Promotion)
2018 - MX 11 A, Age 34 , Gross - S$8500

Thanks for your reply.
I will clarify with the HR again. The information she gave me seems a little different. She mentioned is 2 years contract role and review on the 2nd year for continuity and she said so far everyone has been renewed.
There's no mention about the converting to permanent only when there's vacancies available...

Thanks so much for your help
