Mine is 3.85% is this considered bad? I am near my ceiling though. Hope they can promote me to a higher grade next year.

CS salary increments (at least for those on MX scheme) are not based on a percentage of current pay, but rather lump sum increases which are a function of PB grade and CEP. That can range anything from around $80 to $500+ per annum. If you get promoted, there is an additional lump sum on top of the annual increment. This (promo increment) also happens when some staff get confirmed, since they get put to MX12 from MX13 upon confirmation.
Otherwise, % increase doesn't tell you much, since they are dependent on current salary of the individual. Someone earning more getting a 5% increase might actually be getting a higher absolute sum increase than someone who earns lesser and gets a 10% increase.

Recently offered 5.3K from a SB. Engineering deg no hons, 5.5 years relevant work exp, of which 3 is overseas. Was I lowballed? Should I take up?

What was your last drawn? You should see the whole package for this SB. Is it 17 months?

last drawn 5k. was told avg performer 16 months. Thinking hard whether to take up offer or still stick with pte sector.

This is not a good deal, unless you have a good increase on an annual package. People leave for 15% and above in the private sector based on base pay alone. Issue is that the variable bonus is uncertain. Civil service can at most match or give you abit more which is like your case.
You should be looking at 6k base a least for 5.5 years.
I am not from engineering but is around 8k overall package with 5 years experience.
So I need a 10k package to switch job.
If you dont think its a good offer, better to stay put. No point leaving with such increment.
