LTC got grade 1 and superscale grade... LTC(S) definetly do not earn around $16k.

this is actually pretty accurate up to about 10 yr mark
note that the after that depends on whether or not you break into MX9/10
most will get stuck at ard 11A which is about 8555k max. MX 10 is about 11+ max iirc.

After 8 years.
2018: 6.8k
Consistently C+ and B performer. Never got promoted.
Should I leave?

the question u shld ask yourself is how badly do u need the salary? do u have any personal or family commitments?
if u leave, are u able to land a job which matches your last drawn salary?
if i were u, i wouldnt even care about the promotion as your salary is DEFINITELY above SG's median salary...

That is average 5.6% annual increment which is considerably high for non-promotion.
The question is about your boss and your current salary bracket. Assess your next promotion probability by having a chat with your boss.
Anyway the average annual non-promotion increment for private companies is 3%.
