Low base pay & increments but above average performance bonus
No mid-year bonus but there's an end-year incentive (usually a bit lower than normal CS end-year bonus)
HQ is also dominated by scholars (some not even as competent as non-scholars but they get promoted much faster)

Non-uniformed, but under a special scheme that is different from MEX.
