No. Annual merit increment and PB is for the work done the previous year. Since you will only join next year, your next merit increment and PB will only be in effect on 2019 for work done in 2018.

You will still get your mid and year end bonuses in 2018 though.

If you sign a contract with a ministry and decide to back out before commencing employment, what are the consequences?

The initial post mentioned about downward adjustment. The stupidity lies in the downward adjustment, which is not going to happen in Civil Service next year.

I believe that was a sarcasm to show how ridiculous is the government if there is really an adjustment. In fact, there shouldn't be any adjustment with the fact that CS are already very well paid. Well, it is always the case that government will enlarge the salary gap where the low paying fellows pay higher tax to support the highly paid CS for their menial jobs.

Well in fact quite true to some extent. Used to work in CS. Even seen one director can sleep and read newspapers/magazine in own office room since there was nothing much paperwork for him to clear.

Just signed contract at a Ministry. Have to say that in terms of benefits, it's quite depressed compared to those for stat boards. No flexible benefits, hp reimbursement, gym subsidy, etc.

Yes i agree with you. I turned down an offer from a statboard with transport benefits, hp bill subsidies, larger bonuses annually, etc. Some days i stay awake at night wondering what made me do that...

I guess you have to assess if the ministry role would provide better career prospects.. The extra benefits are nice to have but ultimately not a deal breaker.

Oh i forgot to mention that i turned down a straight permanent offer from that statboard for a contract position (with option to convert to full time) in the ministry. Apparently, it is the ministry's policy to give contracts before emplacement.

Well if the stat board is so good why did you reject them then?
