its normal to have better increment at promotion year. but during normal years, civil service increment can range from 2 to 8% (if u max banding but not due for promotion)

Will the lowered VMI also affect those in promotion? Isn't it a bit unfair to those who got promoted in a lousy year compared to a good year?

Otherwise find ways to leech from company to justify the low increment.

hmm. not so much. put it this way. when it recover you will get gd rate even without promotion.
likewise on a bad year, those who are not promoted is even worse.

in a bad year
promotion - 12%
merit - 3%

in a gd year
promotion - 15%
merit - 6%

I didn't receive any merit increment together with my performance bonus notice. Does this mean there is no increment for me?

You can check your salary scale at Pac@Gov for your new salary
