Things to consider for offer and salary
Very good information and learning points gleaned here, guys!
As a fresh grad i came into the civil service with very unrealistic expectations (~4k, as a result of parents and their "degree holders should get good govt job pay" myths) but as I did my research I realized there are SO many variables to consider - NS, stat board tier (as u all mentioned, some revenue generating some more), technical vs non technical, degree class, university locality, annual package, types of bonuses, etc...
So i think these are really important things people need to take note of when considering the salary package offered...PLEASE don't be misinformed by your own "expectations" and end up rejecting an offer from fear of being lowballed! I've seen so many people who get carried away by comparisons with others while forgetting all these variables, they end up rejecting offers just to regret it later.

Since we're on the topic of different pay structures for different statboards, what about ministries? Which are the higher-paying ones (apart from MFA, of course)? Do social ministries like MSF and MCCY pay less than economic ones like MTI?

Ministry staff are paid according to the scheme they are in. Most common one is MX, while other specialist schemes include economist and foreign service. The most elite scheme is AO.
