Are JTC and LTA considered SB? Or CS? Saw a lot of openings recently. Strangely friends said they pay better than pte. True? From engineering industry here. 10 yrs experience with only degree if to join either, what kind of position or salary to expect? Will base on previous pay?

For generous bonuses (6 to 9 months), join pte. Furthermore, job hop in pte sector generally gets pay raises 1K and up. This is something you don’t see in CS.

Not sure about the bonus part, but think it applies to banking sector more. The job hop part definitely is more possible compared to CS.

Yes LTA is a SB of MOT. Not sure about JTC, but the SB usually pays higher for engineering roles (e.g., DSTA engineers starts from mid 4s for fresh grad) because it’s like a professional service. Not sure if they pay better than pte engineering firms, but there’s a large competition for good engineers so seems like the govt more willing to pay more for it.
Anyway, SBs may be a little higher cause they set their pay structure independent from CS BUT BUT BUT they take direction from CS renumeration framework.
I think 10 years can join as principal engineer or higher senior/ junior mgt roles within the engineering wings maybe? They will take into your pay as account, but he warned that your salary maybe founded based your qualification, and then top ups to your experience and other qualification - that is to say, keeping all else the same, you would have earned more with a first class than a 2:1 from your uni. The thing about CS renumeration structure is that they have a structure and formula to set pay. Then other things they want to match its like a top up to the base structure from the formula.
All the best!

What's the yearly increment translated to percentage?
