I am interested to apply for cs or ps. Monthly basic is $7800. Close to 6.5yrs engineering sector working experience and now is at entry managerial role. May I ask if i could apply for AD role?

7.8k is already above AD mid-point. Even if they can offer you same pay, you will end up with <2% increase each year unless your CEP is very high and can promote within 1 or 2 years.

what engineering sector are you with? Oil and gas or wat?
6.5yrs and getting $7800
even with 1st class in my coy with 10 years of "A" performance + 3 promotion only manage to hit 6.5k....

I am in the energy management industry specialize in ACMV. I have a few job change. I graduate from local U engineering degree with a pass with merit. I still remember my starting salary was $2300 in a sme but gain lots of experience and knowledge to reach here.

Sales/Entrepreneur more unpredictable so hard to give rule of thumb.
Use these guidelines to gauge your probability I mentioned earlier and it will help in your decision.

How do they determine your CEP when you join as mid career? I am fine with around $400 to $700 lower basic due to higher bonus payout in CS or PS.

Officially it depends on how they observe your leadership capabilities and stakeholder engagement skills. Real thing is of course connections and office political skills. Most normal degree non-scholar types are MX10 (Director or DD) CEP at best.

CEP is your glass ceiling, not guaranteed. Also MX10 is DD nor AD. A lot of people with DD CEP end their careers at SAD. Many do not reach their CEP level anyway.
AD is more or less a guaranteed for local uni degree holder unless you screw up big time or really piss somebody high up. Even a below average performer at C level will reach AD after 20+ years of service. In fact there are so many people stuck at AD that more & more ministries are creating another artifical level called SAD to cater for those who cannot make it to DD and yet still have many years to go before retiring.
