mx scheme. it depends largely on the type of ministry as well i guess.

$3.9k is good enough for 2nd upper. I got $3.5k 2nd upper when I started out in 2011.

Starting pay under MX scheme is same across ministries for fresh grads - depends on NS, class of hons. It's the increment which may be different. They probably adjusted the fresh grad salary over the last two years. Fresh grad salaries are usually adjusted once every two years or so.

what are the typical increments across the different ministries? for each grading?

anyone knows if all mx13s get promoted to mx12s after 1 year in service? I know certain boards do this

Normal. My salary was adjusted to that too. Same honors local uni, joined less than a yr ago.
