Not an impossible feat for a 32 year old to be getting MX 10. CEP must be very high to achieve such a grade at a young age and ministry has a lot of vacanies to fill. if the claims are true officer could have been identified as a candidate in the PSLP scheme with potential to be marked as AO.
Just curious when this officer joined the civil service.
To answer the increment part, as MX 10, the MI in absolute terms will be higher compared to MX 11, assuming same performance grade. % increment will drop due to higher base.
I am not sure why forummers here still believe that increment is based on %. That said, to compensate for the lower increment in % terms, higher ranked officers will get a higher quantum of PB. At higher grades, the performance bonus difference between B and C graders is very wide.

I believe that the amount of monetary returns should not be the main consideration of people wishing to enter the civil service.
