Yes they tend to focus on post-degree experience if they are placing you on the Mx scheme. Mx scheme is primarily for graduates so it makes sense to look at post-degree experience.

NTU--> National Taiwan Uni hahahaha
Was a chinese teacher, in between went taiwan for studies, no wonder, then this salary would make sense then?

It is possible to be MX11 early last yr, put on MX11a later last yr when introduced, and then MX10 this yr.
Since your boss and HR didn't emplace you on mx11a last yr, it is unlikely that you have a chance at mx10 this yr even if mx11a wasn't introed. I dun think you were unfairly penalised by the system change.

I was told the mass emplacement to 11a was not due to performance but rather the salary point which crossed the second tier. My director and DD were very concerned and assured me it was not due to my performance.

Yup, this seems to be the reason. 3.9k seems fair for someone with 2 years post-degree experience.
What role did you apply for, within the ministry? Have you accepted the offer?

Not yet, it was for a diff ministry, this is the first time i am put on mx scheme, still thinking if i shld return to where i las came from. Aiya i worried the long term repercussions of this pay cut though the hr kept assuring me that the money will eventually catch up? Need to go on 1yr probation(contract) before permanent, after the probation will have increment anot?

If you perform well, no issue catching up after 1 year. Guess it depends on whether you want a teaching or non-teaching career. Increment is on the first anniversary. They are likely to convert you to perm after the 1-year contract.
