I am expecting to grad with a fch, have relevant internship experience in both private and public sector. I even won some competition which is relevant to the position. I am also getting shortlisted for positions from other ministries/sb even though I am not directly trained in those area.

However, this particular sb which is directly related to what I am studying (the position requires specialize knowledge) simply refuse to shortlist me. This is also the case for one of my friend who is expecting a first class hons as well. On the other hand, some of the second upper from my cohort are getting shortlisted.

So im suspecting the sb is too poor to hire fch. Could this really be the case? Or are there any other criterias that HR look at apart from academic qualification, internship exp and competitions? I don't think CCA is a factor as the HR manager told me they are not important since they are looking for people with the technical skills.
It could be your poor grammar.

It's either they have headcount freeze entirely, and therefore need to justify very hard to hire new staff. That being said, there could be better candidates than you, hence you're not shortlisted. Civil service looks at your academic history, from Secondary all the way to University. Perhaps those shortlisted had a far more outstanding Secondary - JC results (including CCAs) than you. Pedigree stock in short.
I don't think headcount is an issue. If not, they wouldn't have put up the job ad with multiple vacancies.

I find it ridiculous if so much emphasis is placed on sec school to jc performance. As I have mentioned, the role requires technical knowledge which are not even taught at jc level.

Not saying I dont believe you. Just find it ridiculous if those are indeed the criterias that the hr(or whoever) looks at so heavily (enough to ignore tertiary education which formally teaches the subject).

No, I am obviously referring to the stage where they shortlist candidates from the first round of interview to the 2nd round of interview/recruitment. That being said, HR can usually pin point potential candidates with relevant soft skills if the applicant's resume provides info on the ccas joined or activities they had done outside school or work. Leadership positions appointed in school can play a big role too, as they may assess whether you have what it takes to lead and manage a team/dept in the future. I think this is rather true for FCH, as they are typically groomed for managerial roles in civil service. In conclusion, it's up to you on how to play up your strengths in your resume. If you don't have any of these, then too bad for you.

I second his opinion. Singapore is known to place a huge emphasis on meritocracy, attracting the best brains to work for the govt. Why would they have no funds to hire FCH, but instead can afford to hire 2nd upper with a lean difference of $100 - $200? It does not make any sense.

And I question your logical reasoning when you asked whether they have money to hire FCH grad or not. You certainly have the brains but not using it wisely. And you appear to be clueless and rather ignorant. Not surprised that you are not being shortlisted if they are looking at someone with more life experience to excel in the job.
