Unlikely.
Notwithstanding your current pay, very few people join as MX9.

my current salary is around 7k, but stat board ask me for an interview as a manager? do you think HR will make mistake? or they able to offer more than 7k for a manager level?

you're joining the wrong sector if you're a total whore for titles. They're likely offering you a MX11 grade pay which is around 7k.
