Ungraded, which means you are worse than a C- for that year.

It could also mean that the officer has not completed his/her first year "probation", hence ungraded.
Is it the norm for ministries to offer pro-rated PB (C grade) to all officers in their first year? Will the officer then get another PB on his/her first year appraisal/confirmation with MI, or will he/she not receive anything more?

How much increase in salary to ask for
Dear all, can i jus seek your experience opinions on the following.
Currently I am an experienced procurement MX officer in ministry. Am interviewing similar post in EDB as an assistant head.
Question is they asking what my expected salary is.....is asking 20% more to make the jump from ministry to statboard asking too much?

Well it will depend on your current grade and pay isn't it? For example if you're drawing more than $6k now, you can't really expect a 20% increment for AH position in EDB.
Having said that, there's no harm in asking. They will tell you if it's possible or not, and if not, what is their limit.

if i am not mistaken, a circular was issued recently, stating that there would not be any salary increment for changing of jobs within public service organizations

Could you advise on when was the circular sent? Will I be affected if I resign from current ministry, and join another public agency afresh (i.e. not a continuation of service)?

Hi all, just an unrelated question.
Recently we had a NUS gathering of old faculty mates and one of the guys says he is a Senior Manager in NEA. Told us his total package last year including basic + bonus + aws etc is around 185k.
Just want to ask around if this kind of salary is common for a 36 yr old non-scholar who join NEA since NUS as it sounds quite high. I am 1 year younger and also exploring to join another stat board and the salary range HR indicate to me is way below. Is NEA a better paying stat board than the rest?
Sorry for noob question, but I all the way in private sector and dun really know how public sector works in terms of salary.
Thanks.

Lets work it out shall we? Assuming he performed well (grade A for appraisal), and so gotten 5 months performance bonus. Include aws and the rest of the year, he should received 18 months worth of salary. 185k divide by 18 approximates a monthly salary of 10k.
You mentioned that his title is Senior Manager. As the title differs from agency to agency, I would extrapolate his title to be similar to that of an Assistant Director (in a Ministry) based on the number of years he'd worked (10 years). The typical pay for an AD in Ministry will be in the range of 6 - 9k. So yes, it is possible that your friend is drawing in close to 10k a month (exceptional performance through the years, coupled with the market adjustments in the previous years).
Whether NEA pays better than other agencies, I'm not so sure. Commonly known ones that pay better are DSTA, MAS, EDB, Spring, and IE Singapore etc. Usually those economic agencies or agencies under Mindef pay better as compared to the other agencies.
