It means the annual increment is 250.

Yes. Why are you surprised? The civil service is the place where your degree decides your CEP, not so much your performance.

Are the above true?

The civil service scheme has moved away from a fixed to merit increment many years ago. Individual performance will affect the quantum of the increment as well as the quantum of the performance bonus. Of course, if you have reached the ceiling of your grade, you will not get any more increment, as someone said earlier.

Is there any salary cap for people working in DSTA?

From this thread, I notice the the starting pay for 2nd lower degree in DSTA is about $3280.

Assume someone with 2nd lower (average performer) have been working in DSTA for 3 years since fresh grad;
How much he will be his salary after 3 years in DSTA?

Any advice/comments??

anyone heard about this for Oct 2010?
heard from friends and relatives that there is an adjustment this year.

Anyone know about this and the percentage?
Will all stat boards and ministries be affected?

Will be a lot cos of unprecedented GDP growth. Some friend says elections will have an effect - why is that so?
