Still too incredible to be believable and honest. If there were really internal exercise for MX, that mean you're on the Stat Board MX scheme (i.e. not Civil Service scheme). If that's the case, the 2012 feb adjustment should not apply to you e.g. just like DSTA scheme which had its own adjustment last year. Furthermore, the political climate (i.e. lehman, GLC huge losses etc) then was not conducive for any agencies to carry out its own upward adjustment.
Also, you've yet to state out the type of job scope you handle.

oh so can I say that the DSTA starting salary for fresh engineer has increase from 2012?
Engineer with NS (2012)
1st class = 4200
2nd upper = 3900
2nd lower = 3700
Am I correct with the above figure ?

from 09aug to 10apr is like 9 mth in service, and your pro-rated increment is already like 8.8%(or 11.7% for the whole year of service),
10apr to 11apr is like +16.2% (acceptable for B grader of 8.8%increment + 7.4%wage adj)
wow, your confirmation increment is about 4.5%, so far I never heard of any ministry/statboard giving such confirmation increment??got meh?
2012feb wage adj, no comment, ok for that!
finally your promotion to MX11, is like 8.8% for annual increment, 7.2% for promotion....wow!!!

let talk about just the annual increment, approx 8.8% for B grader(i assume), why so high??
even if I am an "A" grader in my company, i will be getting like 5% only for annual increment/8% for promotion if any......a "B" in my company will getting 4% for AI/6% for promotion if any.....
i am very impress that for the 1st 9mth of service you got abt $300 increment(somemore is prorated, if full amt will be $400??)
I would need to work 3 years to increase my salary from 34xx to 37xx and you took only 9mths ???
I am already 5 years in service in my company and I estimate that I would need another 9 years and 3 promotions to hit 5.8k like you!!!! And I would be 39 y/o by then!!!
by then you would be mx9 getting 12-16k??

Can you give an estimate amount of your salary(instead of $5800) if you are a 'C' grader + you are 2nd lower with NS.

I would like to join civil service
I intend to apply a job that is related to my degree.
Is SGD3000- 3500 an entry pay level for my case

In your situation, I probably won't advice you to join government sector. If you're getting the job without relevant exp, most likely you'll have to start all over again. Weigh pros and cons (e.g. passions vs sacrifices in pay) before making the leap.

Although the MX salary increments may sound incredible, it's not appropriate to compare your current situations with others, as all things are not being equal e.g. qualifications, know-how, timing etc. It's like apple vs orange.
But it's obvious that you're not happy with your status quo. Do something to get out of it e.g. start networking, skill advancements etc.

since I am in engineering as engineer in my current job, I just do a comparison with government engineer, those LTA/ PUB/ DSTA/ NEA/ HDB engineer, especially those with 5 years exp same as me.
had gather info my many forum/and from my NTU friends, I can confidently say that government engineer are paid at least $800-$1500 more than what I am getting now in term of basic salary(and they are just average performer like me).
I suppose those government engineer annual salary is about 16-17mth(inclusive AWS/bonus) which is the same package as what I am getting now......
and what more is that a fresh grad 2nd lower with NS , is getting about 3.5k as engineer in government sector...
