You probably need a miracle of the system or a deviation submission by your boss to push for your promotion.

generally you need 2 above average grades for promotion. assuming C is average, and your last year is C+, then a C+ the following year will give you a promotion.
Your boss can also push for your promotion, if you do not meet the 2 consecutive abv avg grade. but that usually means you will be receiving avg grade +2 grade, as it does not make sense for your boss to recommend your promotion, saying you are too good for your current grade, but only give you a 1 grade abv avg

- how much bargaining grounds do I have with the current offer in asking for promoted grade/pay bump?
- What are the implications if I request to be hired under fresh hire?

U have 3 years of c and not emplaced. They dun see u someone who can go next grade….hard to show that you can perform with MX11 grade…u want to go up to MX11….work up from MX12….that is the life of a farmer

See ur boss want to push u for promotion…..if he/she want…will give u a c+ and promote you
