There are a few questions to ask yourself.
What are your performance grades from year to year? The baseline for most places to be considered for promotion is 2Bs in 3 years, with the year of promotion-recommended to be a B. I.e. BCB works but not BBC. This gives you an idea of whether its a quota issue, a performance issue, or maybe both.
Have you discussed with and actively sought advice from RO and/or COs on your performance, and what it would take to go to the next level? Most people are passive and take what they get, but sometimes, a little proactiveness goes a long way if you show you are willing to learn/change/go the distance.

How come the same bosses and job that garnered you outstanding recognition to get MX11a at 30 stagnated for the 9 years after?

Depends on what you are looking for in your career. Promotion also requires the availability of an MX10 estab. If there are no estab in your dept, you will need to find a suitable one in another team. Depending on the nature of your role, promotion may not be better as your overall pay package may drop if your PB is going to be lower. Eg. you are a MX10 corporate service officer vs a MX10 policy development officer - assuming everything else is fair, likely you will be ranked lower as you are unlikely to oversee impactful projects.
