My gf (late 30s) has been working in MSF for 12 years and is currently at MX11A.
I am in the private sector and people with similar years of experience and sub-grade are already drawing ~$10K if not more, which I believe in Civil Service, that is a MX10 salary grade. Thus, imo, she is quite underpaid.
Would like to hear from the members here what is a reasonable salary range for her case?

Naybe yr gf working in civil service is not coz of the salary. If your gf want higher salary she would have quit and joined private instead from the begining.

Your GF is likely in the civil service generic MX scheme. Its difficult to say an MX10 will hit 10k/month simply because a "young" MX10 may be drawing 1-2k less than an "old" MX from pure increments alone. E.g. 3 years of increments at just 330/per year will mean a 1k difference. That said, I estimate that a 40 year old MX10 will likely hit 10k/m or close.
When comparing the civil service to private sector, I suggest looking at annual salaries because the small bonuses for the former adds up. An average performer can conservatively expect about 4 months of extra pay from i) mid-year bonus (up to 0.5 month), ii) end year bonus (up to 1month), iii) 13th month (1month) and iv) performance bonus (2-4 months); a higher performance can reach 6 months of extra pay or more.
Btw, it is deliberate that civil service pay does not LEAD the market. The Govt is conscious about drawing too many talents from the general pool - we also need our private sector to excel. So your banks, tech, financial sector, pharma high-value sectors will always pay better, but civil service salaries are competitive with every one else.

to be straightforward here, there are 2 ways civil service employment has been designed to remain competitive
1. compare annual compensation. maybe your gf didnt reveal to you, but every year she has additional 3 - 4 months of bonuses on top of her monthly base.
2. private sector has higher risk of retrenchment as you age. the (near) iron rice bowl in civil service can be very attractive to many.
work culture of private vs civil service is a whole other discussion, though still highly relevant to an individual's choice of career

I am a permanent staff member with a stat board. got offered a position in another stat board and they told me it would be a 1-year contract before converting to perm. Is this the norm? Why would I give up perm status to go contract job? Has anyone here had a similar experience?

Yes, it is a norm these days. So that can remove you if you are non-performing (it is super hard to remove a person out of CS). Given that you have been offered, it means they believe you are capable of discharging the role, unless you show otherwise.
