in previous stat board got 3 years consecutive B+ grade. now in ministry 1st year get C- grade. wish to resign and move to another agency. Will it affect my job applications? can any kind soul enlighten?

Generally won't as you have been banded with your previous performance. May affect pay and increment tho.

I am another reader. This is my first time joining civil service. 1st year I get C-. Feels like quitting as well to join private sector. But if quit will I be branded as C- for life and can't join public sector anymore in future?

If there are opportunities in the private sector, do consider strongly. Once your rank and banding set in place, would require extraordinary effort to reverse. Also, not difficult for them to justify a lower grade for subsequent rankings.
However, given the bleak employment outlook, I would strongly suggest holding off any career switch for now first. Govt is still iron rice bowl.

Heard there is ranking. Isit that sure got someone confirm will get C- in every department? What if in a department everyone do well. Sure have someone ranked last?
