Want to try different ministry or stat board now but heard that once get C- grading no chance that another place will take you.
is this true that will forever be "blacklisted" just because one time grading that is sub par?

Actually that is quite true. All your past performance all get noted somewhere. Your boss have made their own comment as well. So your future hiring manager will take note of it. Hopefully they will still give u a chance. No harm to try

Nope….other agencies won’t take C-….it is a danger sign for them….so try to get a C this year to be able to transfer other place
