In general, is transfer/movement policy better than quitting and joining? Or is really case-by-case basis one?

Only quit and join if the increment can cover all the bonuses that you'll have to forgo.
The advantage of movement policy is that you retain your years of service which the service looks at when you are due for promotion. But this also doesn't mean that when you move in the year that you are due to be promoted, you will get promoted at the new place, ranking still matters. But at least your performance grade might not be a standard C and you get your bonuses.

Got offered 4.3k for AM role (am fresh grad male), is that offer reasonable? Not GovTech, just a statboard

I'm guessing engineering and not MX scheme? Pretty high if its MX scheme at just grade MX11.
