Currently MX12, NS, Arts 1st class. I've been in an agency for 2 yrs, doing policy work, and will be rotating to another dept soon. I know it's likely a long road to MX11, but am thankful to have good bosses recognizing my work so far. Got a B in first eval yr, and likely to maintain the grade in second eval yr based on my latest discussion w RO (but will only know in Mar 23 ofc)

But I'm questioning my long term market value given my arts degree background. Should I jump to another agency like MTI / EDB now and gain more "marketable" skills or remain in my current agency? The road to MX11 seems tough, and I'll likely only reach there in another 3-5 yrs. By then I'll already be early 30s.

If your bosses are giving you recognition and you are getting Bs, stay put, get your Bs and get promoted. Then consider moving after that. And also lock in your promotion before you leave. Ie work for at least 1 more year as MX 11

If you move now, cycle reset. You need to clock your Bs again.

And unless you are moving to a specialised scheme, MX has same salary range in all MX agencies. You will be earning the same in MTI unless you get into their Economist scheme

Well then, it depends if you think you will be a career civil servant.

If the answer is yes, then I would say stick to good bosses for now - these are hard to find. Good bosses recognise your work and talents if you are good, and will likely put you up for leadership programmes in time. Almost every agency has a leadership programme to groom next-gen directors, and then there are even more high-level 'universal' programmes like PSLP that stretches across the entire civil-service.

Civil service skills are not non-transferrable. However, if you feel like you want to leave the door to the private sector a little more open, then yes you should try to go to agencies/departments with more "marketable" skills as you have mentioned. Some skills like marketing, communications and HR are in a sense more transferrable then say policy, investigations and ops.

Oh and by the way, MX11 (senior manager) or MX11A (Asst Director) are not hard to get to. Typical progression from MX12 to MX11 can be as fast as 2 -3 years, with a norm of maybe 4-5 years.

From MX11 to MX11A, and above, then availability of headcount for that grade comes more into play given these are positions which typically have direct reports. But even then, a good performer can achieve it probably within 3-5 years.

I would say between 10-12 years.

However, in the new system implemented this year, "time norms" have been discarded somewhat. Where previously an officer must have served a certain number of years in a grade before he/she becomes eligible to be promoted, it is not the case now. So good officers can progress faster, but average/poorer performing officers may stay at their grades for longer. So it could look like 8-15 years now.

Working in a stat board for 12 years as MX11A. Will getting the Commendation Medal (COVID-19) help me to get promoted?

Do you mean 12 years getting to MX11A, or 12 years AS MX11A? If the latter, that's a pretty long time to be at one grade.

To your question on the medal, I'll say probably not. Reason being that the medal were for your efforts in the past 2 years and if you were recognised for it then, you aren't likely to be recognised for it now.
