Because there's no way you are attracting top tech talent with the typical payscale. It's just like why pay structure/scale is different for Ministries/statboards with engineers or finance folks.

I thought the main reason is to include the misc bonuses in order to bump up the basic salary to make it seem more attractive to tech talents.

this is CS. every headcount is a cost to taxpayer. hence there must be strong justification why the cost must be incurred.
