Almost guaranteed to be more than AVP at DBS, not to say other local banks. More than most DD in civil service.

Fresh grads have no room to negotiate. 3.6k for second upper female sounds about right actually. Males +$200, FCH +$100.

Superscale officers generally hold senior management positions and form around 2.5 per cent of the Civil Service.
Over the last five years, the annual remuneration of MX 9 officers ranged from about S$200,000 to S$260,000, depending on economic growth for the year and an officer's individual performance
Salaries comprise both fixed and variable components, of which the latter varies depending on economic conditions and individual performance.
Together, the variable components constituted around 20 to 35 per cent of the total annual remuneration at the MX 9 level in the last five years.

Of the rest of the public sector mortals, you can hardly dream of such pay.
For the general professional scheme, it is called the MX scheme.
MX9 is entry superscale but the scale ranges something like $11k to $16k per month.
Put in bonuses and you are looking at maybe $200K per year. Nowhere near the $365K for Admin Service.

Don't forget there's the elite Administrative Service, which is on the "SR" scheme, a different pay scale from the MX scheme. There isn't much info on the SR scheme but if you google for "PSD press release 24 november 2010", you will see a press release from 12 years ago saying that the entry-level SR9 grade is already making $365k at that time. Note that this info was from 12 years ago.
It's also not clear if the "2.5 per cent" of "superscale officers" include the AOs in the elite Administrative Service.
MX and SR are quite different.
