Since you're in Public/Civil service or GLC/Stat boards, you should already know how it works.

First and foremost, your Academic Cert. This will already determine and categorized your 'potential'.

Secondly, how well your direct bosses like you and gives you the opportunity.

If you really think just by working hard you can climb the corporate ladder, this is precisely why you're in Public/Civil service. Lmao.

And oh, don't think you can change the system. It doesn't matter what you think or how you feel; you MAY be right, but too bad it's not up to you to decide what's good for you. That's just how these organizations work; you just follow the 'bright minds' placed to lead you.

I am a 'manager' cause I went to local uni. After working about 3 months, I realized that those diploma holders who are just executives are doing more or less the same job as me. Sure, I have some additional tasks/responsibilities but it's not anything that would warrant a 1k-1.5k more in salary. And these dip holders are able to carry out my task just as well, unfortunately due to that paper they lose out.

That is just one of the many downsides of being in the public sector. My suggestion to you is to jump to private side, at least they will reward your performance if you are good.

Is there any difference in salary or benefits if join unions? Example, PSD works with AUPE on reviewing remuneration. But in the end, all staff regardless union or not gets the same benefit right? And seem like union has some agreements on employees welfare etc..but still no difference even if not union member right?

So join for what?

You can ask in IMDA thread. As far as I know, huge disparity in pay because of MDA vs IDA folks. Despite increments, those lower paid ones just can’t do catch ups.

But I think pay is still lower than govtech; and funnily govtech had done their pay revisions in May. Again, hard to do catch up; the higher paid just get more disgustingly rich.

Honestly, those of us inside are people who can’t find jobs; not that we don’t want to quit. The zai ones have already left. Rotten organisation filled with leftover manpower that can’t find jobs elsewhere
