Depends on job scope. For areas like policy work in ministries (where critical thinking and good writing are key), most diploma-level people would not pass muster.

I am feeling this and I find it unjust when you have to give way to someone within your grade level for he/she to get promoted while you get a norm(default grade). Like where’s the meritocracy within CS?

if you are put in the opposite role whereby you are pushed for promotion while others get norm, will you feel the same injustice?

Unless you do well in something outside of employment, then your qualification does not matter.
Capable or not depends on whether your bosses like you and give you the opportunities.
This is the reality.
