Generally mx11 mx12 pay range overlap each other, you could be a mx11 but has lower salary than a mx12 who is near the ceiling

I am currently working in a ministry now , pay is 2.8k .I was initially from private sector with 3.5 years of experience . Currently studying part time degree now at suss. Is my salary counted low or should I hop back to private sector after my degree or transfer to another ministry or stat board ?
