it is quite different in my Ministry, where MX10 is a DD post. There is no Heads.
The rest of the grades are the same as below.

Hi All, If a job is advertised which corresponds to a certain grade - you know this through a friend who works there(Eg. MX10), but your current drawn salary is around 15% below the lowest of the salary range for that grade.
If you get selected for the role (due to some strong recommendations and you fit the role very well), will they give you the lowest salary in that range? or will they downgrade the role (MX10->MX11), and only try to match your current salary? when joining Civil service die die they only match last drawn monthly salary ah?

Easy. Emplace the officer on MX11A or MX11. Designate a SAD, or AD or Head title (or whatever). Trust me, the officer can still take on the job.
U aren't thinking that there will be a 15% jump in salary, are u.

ok understand, so there will not be a pay rise
what if the person is joining a superscale salary role?
will they pay the lower end of the scale? or still no pay rise?

you can be a director level and yet still be at mx10.
if they want to sign you up at superscale, they would have told u upfront

job roles at more senior position can straddle between 2 grades so your friend isnt really right to say its mx10 per se.

Does that mean joining CS as a mid career hire, you will never ever get a bump to your previous salary? CS will only match?
any condition under which you can get a pay rise upon joining?

i was from govlink, got a increase of about 10% to my monthly draw and about 15% increase to the total annual package when i join SB 2 years ago.

I joined after working in private for 1 year . When I joined as Mx13 they did raise my salary by almost $200. Guess if u are earning much more as a mid-career individual, they may cut instead of add.
Point is they seem to have their norms and they will adjust accordingly to match them.
