Serving is in the name. It's implied and expected.
Civil is where you are paid handsomely by the rich gahmen money paid for by poor Singaporean tax money.

salary in Uniformed groups
Heard that a superintendent in Police earns up to around 13K, while the equivalent in ICA earns close to 12K. Decent and stable?
(sure will have forumers quickly commenting that it is low and miserable as compared to pte sector and wherever. Granted. but that's not the argument point)
