Might have been true maybe 10 years ago. On the contrary banks are actually pouring alot of money into their tech and ai to keep up with big tech as they start to compete in the same space (digital banking/ wallets etc...) - in fact, i know many data scientists/ machine learning engineers in banks outearning even their FO counterparts.
In singapore its always smart to find companies with their global hq (or at least regional) here. DBS would probably be a good place to look or I think CS is also setting up a center of excellence in Singapore.

what would be the pay of FO and the pay of tech in banks in general then?

I still remember com sci back then still a dumping ground. Many people think we'll come out as tech support to fix computers.
Anyway, most of my friends in faang are paid after graduation around 10-14k a month. Usually first class honors from nus or have had exchange at stanford and other ivy leagues. Yes, there are such jobs in sg. Only issue is that it is hard to find such talents globally. People who can write code fast, efficient and neat. It's just rare globally. Each job application has almost one thousand people applying across the region. I did not went through that route as I wasn't academically brilliant like them.

Tech in banks is a very broad term.. but i know several assocs getting ~100k base? Definitely comparable with FO.
