Comments on this (healthcare) offer?

I am looking for comments on the following offer for a technician job in a hospital: 3000/mth + 600/mth for housing + 1000 for trans-pacific moving costs.

This seems low to me, especially being recruited out of the US. Is this a fair offer in Singapore?
