If salary is lower and you want to negotiate, call HR.
Whether it is negotiable depends on the company and your CV. The larger the company, the less room there is to nego.
As for benefits, no idea. You have to find out more.

Moved in from ops just a while back. But getting promotion in a few months to 150k.
