Choose public sector jobs that have high turn over. For example, some public sector jobs require you to be under the sun constantly and inspect this, inspect that. No aircon, blah blah blah. Jobs with a lot of internal transfers within the service when other job vacancies came up. You will have a chance to squeeze in.

Why enter public service when you are not lower than 2nd lower? I have GPA less than 3.0 and miss out on 3rd class marginally. I joined a SME company 7 years and have never work in public/civil sector before. Still earn quite decent and comparable to average public/civil servant.

MOE is very difficult to get in. They have slowed down hiring from 3000++ to 900++.

joined MINDEF(non uniformed) as a 2.7 GPA. never looked back.

applied MOE but they are sort of elitist. 2.7 engineering and 3.7 arts are simply not the same. but oh wells, Meritocracy.
