Electrical/electronic engineers seem the worst off currently due to manufacturing/r&d offshoring to china. Even sales office are moving base to china, as the whole supply chain is going there.

It depends on which area you are in. I have moved to the commercial side and am dealing with the region not just Singapore; hence, my package is about 30% higher than my peer I supposed. (I know because I hired one of my classmates in my department)
I would say luck plays a big part because I chance upon this commercial opportunity when there was a boom in the oil and gas industry. Spent a few years and then the boom in pharma got me to the pharma industry where the same commercial knowledge is applicable.
My pay has tripled in the last 7 years since I moved to the commercial side.

I am a R&D engineer with ~ 6 years of experience in a electronic manufacturing co. I graduated with a first class honours and a master degree from NTU. My current compensation is $3620/mth. My bonus is no more than 2 weeks for the last 3 years (other than my AWS). Am I underpaid, normal or overpaid for an engineer?

Depends on the industry. If manufacturing, will be better if you have a engineering background for you to venture into logistics & supply chain field as you are require to know the products well.
Logistics jobs don't really paid well & can be quite stressful. Similar to manufacturing, many logistics jobs are took up by FT/PR. Many companies had also outsourced their logistics function to 3PL companies.

Way underpaid I think. I'm also an R&D engineer, first class from NTU, no master degree, about 2yrs experience after graduation. Currently almost hit 5k/mth.
